Describe the changes for FY'09 ABE Program Design;
Describe the purpose of each of the following related elements of a Program Plan and how each element can help the program to utilize the funding provided in the ABE Rates System: staff salary, staff salary analysis, personnel prototype and summary sheet.
Describe all aspects of the program design process for refunding.
