Overview
The purpose of this four-day, 20-hour training is for participants to be able to independently develop an overall Program Plan that is consistent with the MA Guidelines for Effective ABE and MADOE policy requirements. As a final competency assessment, participants will: a) enter into SMARTT the following four elements of the Program Plan--Class Plan, Staff Plan, Budget Detail, and Administrative Cost worksheet; and b) develop a Budget Narrative for DOE Direct, DOE Indirect, and non-DOE matching funds. All five elements--the four SMARTT elements and the Budget Narrative--must be aligned with each other and in conformity with the Mass. Guidelines for Effective ABE. This mini-course is especially intended for new program directors and other, not-so-new directors who have never attended a full-length Program Design training.

Learning objectives
After completing this mini-course, participants will be able to: 1) Explain the collaborative process that has been used in Massachusetts since the late 1980's to strengthen adult education services, and the role of the Massachusetts Guidelines for Effective ABE and the Massachusetts ABE Rates System in that process. 2) Distinguish between requirements and recommendations in the Massachusetts Guidelines for Effective ABE Programs. 3) Design an ABE program with rates-based classes that are consistent with the Student Service section of the Massachusetts Guidelines for Effective ABE. 4) Identify the program costs that are eligible for funding through rates-based, flex, foundation, and set-aside funding. 5) Calculate the eligible costs for rates-based classes of different levels, sizes, intensity, and duration, and estimate the cost of at least one non-rates-based class. 6) Understand how to incorporate non-rates based classes into the program design. 7) Explain the purpose of each of the following personnel-related elements of a Program Plan and how each element can help the program to utilize the funding provided in the ABE Rates System: staff salary, staff salary analysis, personnel prototype and summary sheet. 8) Explain the purposes of the prototype for non-personnel expenditures and how it can help the program to utilize the funding provided in the ABE Rates System. 9) Use all the components of the SMARTT Program Plan to design an ABE program that will include the following: class plan, class funding detail, flex foundation services, and staff plan. 10) Develop a detailed budget and budget narrative that connects with the Program Plan and that uses DOE Direct, DOE Indirect, and non-DOE matching funds. 11) Apply state administrative cost policies and the Massachusetts ABE funding structure to complete the administrative cost worksheet.

Both Toni and Stephen have many years experience as ABE Program Directors, Toni at Bunker Hill Community College and Stephen at WAITT House in Boston. Both also have many years experience teaching the full-length ABE Program Design course and the Program Design Update workshop.
