- After completing this activity, participants will be able to: 1) Understand the changes for FY08 ABE Program Design. 2) Understand the purpose of each of the following personnel-related elements of a Program Plan and how each element can help the program to utilize the funding provided in the ABE Rates System: staff salary, staff salary analysis, personnel prototype and summary sheet. 3) Understand all aspects of the program design process for refunding.
